| Vancouver - The Gateway to North American Markets |
| Vancouver, B.C. has become a major gateway for goods moving between North America and the Pacific Rim. In terms of foreign containers handled through West Coast ports, only Los Angeles now handles more. Between 1998 and 2002 foreign container movements through Vancouver increased from about 840,000 TEU to almost 1,500,000 TEU, equivalent to an annual growth rate of about 15 %. The future is expected to hold more of the same. Over the next twenty years container volumes are forecast to increase by about 250 %, driven by the growth of trade between North America and Asia. The reasons for Vancouver's attraction as a primary distribution hub are not hard to find. In addition to its ideal location on the Pacific Rim, Vancouver offers unparalleled infrastructure and services for handling containers expeditiously and cost-effectively. |
| Container Terminals |
| Vancouver's two major ports, the Port of Vancouver and Fraser Port, are ports-of -call for major ocean carriers serving the container market on the Pacific Rim. In the Port of Vancouver, three world-class terminals handle the bulk of container movements, Centerm, Vanterm, and Deltaport, which opened in 1997. All three facilities continue to make significant investments in container handling technologies to keep pace with projected growth in container volumes. That the rest of the world also believes in Vancouver potential is shown by the acquisition in 2003 of Centerm by P&O Ports, a global port operator with container and general cargo facilities in nineteen countries. At Fraser Port, containers are handled through Fraser Surrey Docks. Direct Rail Connections to Eastern Canada and the US and California. |

| Overnight Delivery to All Major North American Markets |
| As the entry point for North America, Vancouver is served by major North American parcel services such as FedEx, DHL, Purolator, and UPS, all of which provide overnight service to all major North American markets. UPS, which opened a major regional distribution hub at Vancouver Airport in 2003, guarantees that if you use its overnight delivery service, a parcel picked-up in Vancouver by 2:00 pm will be in Miami, Florida by 10:30 am the following day. |
| Bilateral Agreements Ease of Access to US Markets |
| Existing bilateral agreements between Canada and the US ensure ease of access of goods destined for export to the US. The "Smart Border Action Plan", currently in the planning phase, will increase security while simultaneously facilitating flow of goods across the border. Vancouver, which is only a forty-five minute drive north of the Canada-US border, is served by five major customs crossings. |
| New Export Distribution Center Legislation |
| Canada recently enacted legislation that allows companies whose goods are primarily intended for export to set-up an Export Distribution Center or Free Trade Zone (FTZ). EDC legislation allows companies to take advantage of: |
| • duty and tax free environment which eliminates up-front financing needs |
| • lower, and in some case the elimination of, bonding requirements |
| • activities that add-value such as assembly or labeling location flexibility |
| • expedited and harmonized customs compliance verification, audits, and administration |
| An EDC provides the same relief from duties and taxes as a US FTZ, but in a more flexible format - in Canada you can choose where to locate so you are not limited to a designated FTZ. Canada Customs has also simplified administration of the EDC activities by introducing a 'single window' approach to harmonize compliance verification and audits by their staff. These changes, which eliminate key limitations of past regulations, open the door to significant opportunities for exporters to the US and other countries to use Vancouver as their distribution hub. |
